Change is a constant. That has always been one of the themes of this book and it certainly applies to the European Union since the third edition was published in 2012.
At that time, we were still coming to grips with the new 'EU-27' (now 28).
The Union was in the first few years of operating under a new (Lisbon) Treaty, which created a permanent European Council President as well as something like an EU Minister of Foreign Affairs, while extending majority voting to a significantly larger number of policies.
