- La intervención militar de la OTAN en Kosovo para detener las tareas de limpieza de albano-kosovares que había emprendido de manera brutal Slobodan Milosevic ha sido objeto de durísimas críticas, especialmente por el "Nuevo Humanismo" que pregonaron quienes apoyaron y justificaron los abrumadores bombardeos. Según esa pretendida flamante doctrina -blandida de manera clara por Tony Blair-, la defensa de los derechos humanos y el evitar la represión de grupos étnicos íntegros, es una misión que no se debe detener ante nada. En nombre de ello para los Estados "ilustrados" -Estados Unidos y Gran Bretaña- es válido utilizar su potencia militar en cualquier parte del mundo. Para Chomsky, la intervención de la OTAN, con sus líderes Clinton y Blair, llevó "a una escalada radical de limpieza étnica y otros tantos efectos perniciosos." Y profundiza sobre una pregunta clave: "por qué son siempre los estados con el poder de ejercer su juicio y voluntad quienes toman la decisión de intervenir por la fuerza." Esos estados son los ricos y poderosos, herederos de sistemas coloniales y neocoloniales de dominio global.
