For most of human history it was the established order that one royal family should stand at the pinnacle while everyone obeyed them, worked for them, and more often than not, fought and died for them. In exchange kings were expected to provide their people with security and prosperity.
The allure of monarchy was so strong that the ancient Israelites complained that they felt inferior to their neighbors because they did not have a king.
