Pollution Limits and Polluters' Efforts to Comply

It examines four dimensions of federal water pollution control policy in the United States: limits imposed on industrial facilities' pollution discharges; facilities' efforts to comply with pollution limits, identified as "environmental behavior"; facilities' success at controlling their discharges to comply with pollution limits, identified as "environmental performance"; and regulators' efforts to induce compliance via inspections and enforcement actions, identified as "government interventions." The authors gather and analyze data on environmental performance and government interventions from Environmental Protection Agency (EPA) databases, and data on environmental behavior gathered from their own survey of all 1,612 chemical manufacturing facilities permitted to discharge wastewater in 2002. By analyzing links between critical elements in the puzzle of enforcement of and compliance with environmental protection laws, the text speaks to several important, policy-relevant research questions: Do government interventions help induce better environmental behavior and/or better environmental performance? Do tighter pollution limits improve environmental behavior and/or performance? And, does better environmental behavior lead to better environmental performance?

Water Markets for the 21st Century

Introductory chapters on the background of water markets and on transaction costs and policy design are followed by chapter length discussion of water markets as an adaptive response to climate change and of supply reliability in a changing climate. Case studies describe a variety of facets of the design and function of markets around the world: California, Chile, Spain, Oman, Australia, Canada, India and China. In analyzing these real-world examples of markets, the contributors explore water rights and trading of rights between agricultural and urban sectors and the principles and function of option markets. They discuss different sized approaches, from large scale, ministry-level administration of markets to informal arrangements among farmers in the same village, or groups of villages which allocate water without large investment in management and infrastructure. Discussion includes questions of why water market practices have not expanded more rapidly in arid places. Chronicles of an African Trip

The letters chronicle Eastman’s adventures on a hunting trip into the interior of Africa that he made during the summer of 1926 with Daniel E. Pomeroy and Dr. Audley D. Stewart. The party departed New York for the African continent on March 13, 1926. Landing at Mombasa, they proceeded to Nairobi, where they established headquarters, making from there various long trips into the hunting regions of the interior. Stewart and Eastman returned to Rochester on October 24, 1926.During this trip, Eastman also met Martin and Osa Johnson, the American adventurers and documentary filmmaker couple that captured the public’s imagination through their films and books of adventure in exotic, faraway lands in the first half of the 20th century. The couple were on a four-year expedition to track the lion across Kenyan veld to his lair, footage of which was later used to make their 1928 black-and-white silent documentary film, Simba: The King of the Beasts.Beautifully illustrated throughout with photographs taken on the trip.

These concerns raise significant questions regarding the utility of negotiating agreements through the UN. This book elucidates the complexity of how participants engage in these negotiations through the various processes that take place under the auspices of the UN—primarily those related to climate and biological diversity. By taking an ethnographic approach and providing concrete examples of how it is that civil society participants engage in making policy, this book develops a robust sense of the implications of the current terrain of policy-making—both for the environment, and for the continued participation of non-state actors in multilateral environmental governance. Using data gathered at actual negotiations, the book develops concepts such as participation and governance beyond theory. The research uses participant observation ethnographic methods to tie the theoretical frameworks to people’s actual activities as policy is generated and contested. Whereas topics associated with global environmental governance are traditionally addressed in fields such as international relations and political science, this book contributes to developing a richer understanding of the theories using a sociological framework, tying individual activities into larger social relations and shedding light on critical questions associated with transnational civil society and global politics.
