Power in ocean waves originate as wind energy that is transferred to the sea surface when wind blows over large areas of the ocean.<P><P> The resulting wave field consists of a collection of waves at different frequencies traveling in various directions delivering their power to near shore areas, whereas ocean tides are a response to gravitational forces exerted by the Moon and the Sun. The limitless potential of tidal power for human use has traditionally led to proposals that employ various schemes to harness this generated power. Now, as marine and hydrokinetic resources increasingly become a part of energy regulatory, planning, and marketing activities in the United States, assessments are being conducted for future development. In particular, state-based renewable portfolio standards and federal production and investment tax credits, have led to an increased interest in the possible deployment of marine and hydrokinetic (MHK) technologies.

The Small Business Innovation Research (SBIR) program is one of the largest examples of U.S. public-private partnerships. Founded in 1982, SBIR was designed to encourage small business to develop new processes and products and to provide quality research in support of the many missions of the U.S. government, including health, energy, the environment, and national defense. In response to a request from the U.S. Congress, the National Research Council assessed SBIR as administered by the five federal agencies that together make up 96 percent of program expenditures. This book, one of six in the series, reports on the SBIR program at the Department of Energy. It finds that, in spite of resource constraints, the DoE has made significant progress in meeting the legislative objectives of SBIR and that the program is effectively addressing the mission of the Department of Energy. The book documents the achievements and challenges of the program and recommends programmatic changes to make the SBIR program even more effective in achieving its legislative goals.

A letter dated December 21, 2011, to National Academy of Sciences President Dr. Ralph Cicerone from the Chief of Naval Operations, ADM Jonathan W. Greenert, U.S. Navy, requested that the National Research Council's (NRC's) Naval Studies Board (NSB) conduct a study to examine the issues surrounding capability surprise-both operationally and technically related-facing the U.S. naval services. <P><P>Accordingly, in February 2012, the NRC, under the auspices of its NSB, established the Committee on Capability Surprise for U.S. Naval Forces. The study's terms of reference, provided in Enclosure A of this interim report, were formulated by the Office of the Chief of Naval Operations (CNO) in consultation with the NSB chair and director. The terms of reference charge the committee to produce two reports over a 15-month period. The present report is the first of these, an interim report issued, as requested, following the third full committee meeting.

TRB Special Report 301: Air Traffic Controller Staffing in the En Route Domain: A Review of the Federal Aviation Administration's Task Load Model examines the structure, empirical basis, and validation methods of an Federal Aviation Administration model that estimates the time controllers spend performing tasks when handling en route traffic. The model's task load output is being used to inform workforce planning. The committee that developed the report concluded that the model is superior to past models because it takes into account traffic complexity when estimating task load. However, the report recommends that more operational and experimental data on task performance be obtained to establish and validate many key model assumptions, relationships, and parameters.

Assessment of the Role of Intermittent Preventive Treatment for Malaria in Infants: Letter Report

Intermittent Preventive Treatment for Malaria in Infants (IPTi) is a new strategy which aims to combine the short-term protection of chemoprophylaxis with the long-term protection of naturally acquired immunity. <P><P>The Bill and Melinda Gates Foundation requested that the Institute of Medicine (IOM) conduct an independent assessment (with emphasis on the work done by the IPTi consortium) of the utility, safety, and operational aspects of IPTi to provide a comprehensive, and transparent analysis. In order to fully examine the issue of IPTi, the IOM convened a committee to evaluate the evidence concerning Intermittent Preventive Treatment for Malaria in Infants using sulfadoxine-pyrimethamine (IPTi-SP).The resulting book contains the findings, conclusions, and recommendations of the IOM committee. Overall, the Committee finds that the evidence presented supports the case for continued investment in IPTi-SP as a promising public health strategy to diminish the morbidity from malaria infections among infants at high risk.

Analysis Of Engineering Design Studies For Demilitarization Of Assembled Chemical Weapons At Blue Grass Army Depot

The Program Manager for Assembled Chemical Weapons Assessment (PMACWA) of the Department of Defense (DOD) requested the National Research Council (NRC) to assess the engineering design studies (EDSs) developed by Parsons/Honeywell and General Atomics for a chemical demilitarization facility to completely dispose of the assembled chemical weapons at the Pueblo Chemical Depot in Pueblo, Colorado. To accomplish the task, the NRC formed the Committee on Review and Evaluation of Alternative Technologies for Demilitarization of Assembled Chemical Weapons: Phase II (ACW II Committee). This report presents the results of the committee's scientific and technical assessment, which will assist the Office of the Secretary of Defense in selecting the technology package for destroying the chemical munitions at Pueblo.
