20 Years of G20: From Global Cooperation to Building Consensus

The book discusses contemporary issues such as global financial architecture and regulatory practices, trade, investment and the multilateral process, the future of work, the role of technology for adaptation and mitigation of climate change, and financing infrastructure for sustainable development. With increasing global connectivity, events in one part of the world immediately affect or spread to the other parts. In this context, G20 has proved to be an effective forum, particularly after the Asian financial crises. Furthermore, over recent decades, G20 has been instrumental in managing financial crises and international conflicts by deploying global cooperation as a functional tool. As a body responding to crises, the G20 has played a central role in providing the political momentum for the strong international cooperation that ensured greater policy coherence and helped ease situations that could otherwise have been decidedly worse. The G20’s agendas have encompassed short-term but critical issues of economic recovery, the sovereign crisis of Europe, high unemployment and financial sector regulation. But since moderate stabilization in the global economic environment, the focus of the group has also embraced long-term areas of governance and development. For emerging economies, such as India, the G20 has been an important platform framework to promote an inclusive global economic architecture that seeks to achieve equitable outcomes. This book reviews the past 20 years of the G20, since it was conceptualized as a replacement for the G-7. While issues such as global financial order have been a constant area of discussion, one of the failures has been not recognizing and acknowledging the importance of issues like trade, climate change and future of work. At the end of 2001, Argentina's economy and society both appeared on the verge of collapse. Furious about controls imposed on the convertibility of their bank deposits into cash (the "corralito") and huge proposed government spending cuts amidst high unemployment and deteriorating social services, Argentines from all economic backgrounds took to the streets in protest. In violent rioting, stores were looted, buildings burned, and more than 22 people killed. The entire government was forced to resign. A succession of increasingly ineffectual presidents shuffled through the presidential palace, each seemingly more powerless to confront the crisis than the last. Meanwhile, the country's economic situation continued to deteriorate, and Argentina soon defaulted on its $141 billion in foreign debt outstanding in the largest sovereign default in history. On January 2, 2002, Eduardo Duhalde was selected interim president by Argentina's Congress--and would serve as Argentina's fifth president in two weeks. At the helm of Argentina's flailing economy, he had a number of important decisions to make. Among these were what to do with Argentina's decade-long peg to the dollar under the Convertibility Plan.

Part I tracks the outcomes of Bank projects and country programs and the evolution of monitoring and evaluation (M and E). Part II examines the Bank's support for environmentally sustainable development compatible with economic growth and poverty reduction. The Bank's project performance rebounded in 2008, allaying concerns about the weakened performance in 2007. As previous ARDEs have shown, project performance has been improving gradually for 15 years according to the traditional measure-percent of projects with satisfactory (versus unsatisfactory) outcomes. But IEG ratings of M and E quality for completed projects indicate considerable room for progress. Information to assess impacts continues to be lacking although preliminary data suggests improvements in baseline data collection. Bank support for the environment has recovered since 2002 due to new sources of concessional finance. The outcomes of environment projects have improved in recent years. A growing number of regional projects are addressing the shared use of water resources. New global partnerships are deepening the Bank's involvement in climate change issues. But M and E remains weak: three-quarters of environment-related projects-those managed by sectors other than environment-lack reporting of environmental outcomes.

The 2010 Chilean Mining Rescue (A)
