Strengthening International Courts: The Hidden Costs of Legalization
by Leslie JohnsAs all manner of commerce becomes increasingly global, states must establish laws to protect property rights, human rights, and national security. In many cases, states delegate authority to resolve disputes regarding these laws to an independent court, whose power depends upon its ability to enforce its rulings. Examining detailed case studies of the International Court of Justice and the transition from the General Agreement on Tariffs and Trade to the World Trade Organization, Leslie Johns finds that a court's design has nuanced and mixed effects on international cooperation. A strong court is ideal when laws are precise and the court is nested within a political structure like the European Union. Strong courts encourage litigation but make states more likely to comply with agreements when compliance is easy and withdraw from agreements when it is difficult. A weak court is optimal when law is imprecise and states can easily exit agreements with minimal political or economic repercussions. Johns concludes the book with recommendations for promoting cooperation by creating more precise international laws and increasing both delegation and obligation to international courts.

Strengthening Regional Trade Integration in South Asia: A SAARC Perspective

It analyses SAARC as the regional integration organisation of South Asia along with identifying major challenges and bottlenecks faced by it in the process of achieving regional integration. However, other areas of integration which have impacts on the trade regionalism are also examined like social and political integrations etc. The book takes off from the premise that trade regionalism under SAARC has failed and has been marred by political and security concerns among its member nations. It has failed to achieve its objective on all the three counts, which are promoting peace, development and economic cooperation. However, with the developing countries as members, SAARC has great potential for trade integration. Certain structural, normative and organisation alteration along with favourable ideation can still make SAARC achieve its full potential. The book also deals with the comparative analysis of SAARC regional integration with the regional integration under European Union and ASEAN. Regarding comparative regionalism, the discussion has been confined only to the EU and ASEAN. The EU has been chosen because it is comparatively established as one of the most successful regional organisations in the contemporary world. Whereas, ASEAN has been chosen because of its similarity to the SAARC’s economy, society and political structure. The analysis presented in the book is from the perspectives of international law and international relations’ theories and practise. It was an inspiring occasion for most of the participants and was a great opportunity for research development learning, especially with regard to disseminating new findings in nursing and to stimulate networking of nursing professionals, researchers and educators. The research topics that were presented during the conference have clearly indicated the need for literature development and guidance of clinical practice decisions. We hope this conference has provided ample opportunities for participants to gain a more in-depth understanding of knowledge and renewed perspectives. All these aspects have been acknowledged by the participants during the conference. The 1st AINiC was a rewarding event and we look forward to your attendance and participation in the next AINiC conference that will also provide stimulating research developments, networking and cooperation.

Strengthening the Education Sector Response to HIV and AIDS in the Caribbean
by World BankThe Caribbean Region is second only to Africa in the impact of HIV and AIDS. The Caribbean Community (CARICOM) has responded to this challenge by promoting a multisectoral response to the epidemic. UNESCO has provided regional leadership in strengthening the education sector component of this response. In 2005, UNESCO launched, with CARICOM and the World Bank, a regioinal dialogue involving representatives of Ministries of Education, national HIV and AIDS coordinating councils, development partners, and regional institutions providing leadership in the HIV response, which led to the development and endorsement of a regional Proposal for Action: Accelerating the Education Sector Response to HIV and AIDS in the Caribbean Region. In June 2006, Ministers of Education and representatives of National AIDS AUthorities met in Port-of-Spain, Trinidad and Tobago, under the auspices of the CARICOM Council on Human and Social Development, and agreed to promote education sector leadership in addressing HIV and AIDS and to create a supportive policy and financial environment at national and regional levels. This report describes the development of these regional processes and how they have led to a stronger education sector response at the regional level. It also focuses on developments in three countries (Guyana, Jamaica, and St. Lucia) as examples of how this regional effort translates into action at the national level.
