Google's PageRank and Beyond: The Science of Search Engine Rankings
by Amy N. Langville Carl D. MeyerWhy doesn't your home page appear on the first page of search results, even when you query your own name? How do other web pages always appear at the top? What creates these powerful rankings? And how? The first book ever about the science of web page rankings, Google's PageRank and Beyond supplies the answers to these and other questions and more. The book serves two very different audiences: the curious science reader and the technical computational reader. The chapters build in mathematical sophistication, so that the first five are accessible to the general academic reader. While other chapters are much more mathematical in nature, each one contains something for both audiences. For example, the authors include entertaining asides such as how search engines make money and how the Great Firewall of China influences research. The book includes an extensive background chapter designed to help readers learn more about the mathematics of search engines, and it contains several MATLAB codes and links to sample web data sets. The philosophy throughout is to encourage readers to experiment with the ideas and algorithms in the text. Any business seriously interested in improving its rankings in the major search engines can benefit from the clear examples, sample code, and list of resources provided. Many illustrative examples and entertaining asides MATLAB code Accessible and informal style Complete and self-contained section for mathematics review
The Googlization of Everything: And Why We Should Worry
by Siva VaidhyanathanIn the beginning, the World Wide Web was exciting and open to the point of anarchy, a vast and intimidating repository of unindexed confusion. Into this creative chaos came Google with its dazzling mission--"To organize the world's information and make it universally accessible"--and its much-quoted motto, "Don't be evil." In this provocative book, Siva Vaidhyanathan examines the ways we have used and embraced Google--and the growing resistance to its expansion across the globe. He exposes the dark side of our Google fantasies, raising red flags about issues of intellectual property and the much-touted Google Book Search. He assesses Google's global impact, particularly in China, and explains the insidious effect of Googlization on the way we think. Finally, Vaidhyanathan proposes the construction of an Internet ecosystem designed to benefit the whole world and keep one brilliant and powerful company from falling into the "evil" it pledged to avoid.

Governable Spaces: Democratic Design for Online Life
by Nathan SchneiderA free ebook version of this title is available through Luminos, University of California Press's Open Access publishing program. Visit www.luminosoa.org to learn more. When was the last time you participated in an election for an online group chat or sat on a jury for a dispute about a controversial post? Platforms nudge users to tolerate nearly all-powerful admins, moderators, and "benevolent dictators for life." In Governable Spaces, Nathan Schneider argues that the internet has been plagued by a phenomenon he calls "implicit feudalism": a bias, both cultural and technical, for building communities as fiefdoms. The consequences of this arrangement matter far beyond online spaces themselves, as feudal defaults train us to give up on our communities' democratic potential, inclining us to be more tolerant of autocratic tech CEOs and authoritarian tendencies among politicians. But online spaces could be sites of a creative, radical, and democratic renaissance. Using media archaeology, political theory, and participant observation, Schneider shows how the internet can learn from governance legacies of the past to become a more democratic medium, responsive and inventive unlike anything that has come before.

Governance in the Information Era: Theory and Practice of Policy Informatics
by Erik W. JohnstonPolicy informatics is addressing governance challenges and their consequences, which span the seeming inability of governments to solve complex problems and the disaffection of people from their governments. Policy informatics seeks approaches that enable our governance systems to address increasingly complex challenges and to meet the rising expectations of people to be full participants in their communities. This book approaches these challenges by applying a combination of the latest American and European approaches in applying complex systems modeling, crowdsourcing, participatory platforms and citizen science to explore complex governance challenges in domains that include education, environment, and health.
The Governance of Digital Policies: Towards a New Competence in the European Union
by Mirela MărcuţThis book examines the efforts of the European Union, both past and ongoing, to harness the socio-economic potential of the internet in public policy-making. In order to achieve this, the author delves into the interactions between actors in the process of EU decision-making, using an outlook which focuses on how both multi-level and experimentalist governance can provide solutions for digital policy governance. The book also addresses the involvement of local and regional authorities in digital policy-making, both in how they endorse decisions made at the EU level, and in how they contribute directly to digital policy-making in their own localities.
The Governance of Green IT
by George SpaffordThe economy and environment have combined to create quite a challenge. On one hand, there is a push to reduce capital investment and operating expenses. On the other, organizations are implementing green strategies to reduce the environmental impacts. Within this context, information technology is struggling to provide services that support the organization. Today's high-performance high-density computer systems are requiring power and cooling densities that hitherto were unheard of. As a result, not only are some data center facilities challenged to provide the power and cooling needed, but in some cases, the power utility can't even provide additional power without improving the power grid and/or developing additional generation facilities. If data center power and cooling issues aren't addressed, IT may find itself constrained and unable to add servers or use newer technology in new and revised services that enable the business. The Green IT process can help IT implement the necessary governance and processes to address these risks. This book provides an overview so IT can do just that.
The Governance of Telecom Markets: Economics, Law and Institutions in Europe (Palgrave Studies in Institutions, Economics and Law)
by Antonio Manganelli Antonio NicitaThis book provides a critical comprehensive summary of the coevolution of telecom markets, rules and public institutions over the last 25 years, focusing on the challenges that regulators and policy makers have been facing. Even if the perspective of the book is European (as the EU regulatory framework is examined), most of the economic and institutional issues addressed are common to all telecom markets in advanced economies. The book addresses some traditional fundamental topics in the telecom regulation literature, as well as some hot-button topics in the current policy debate, e.g., ultrafast broadband and 5G networks, the relationship between investments and competition, the sector digitalisation and the role of OTTs. All these are relevant to students, researchers, and policy makers interested to get a sound understanding of the sector, its many dimensions and coevolutionary patterns.
Governance, Regulations and Powers on the Internet
by Eric Brousseau Meryem Marzouki Cécile Méadel"Digital technologies have prompted the emergence of new modes of regulation and governance, since they allow for more decentralized processes of elaboration and implementation of norms. Moreover, the Internet has been raising a wide set of governance issues since it affects many domains, such as individual rights, public liberties, property rights, economic competition, market regulation, conflict management, security and the sovereignty of states. There is therefore a need to understand how technical, political, economic and social norms are articulated, as well as to understand who the main actors of this process of transformation are, how they interact and how these changes may influence international rulings. This book brings together an international team of scholars to explain and analyse how collective regulations evolve in the broader context of the development of post-modern societies, globalization, the reshaping of international relations and the profound transformations of nation-states"--
Governance, Risk, and Compliance Handbook for Oracle Applications
by Nigel King Adil KhanThe book is not organized by product, rather by the governance and risk assurance processes. A given product may be represented in multiple places within the book and a given process may contain multiple product references. To ensure that we keep ourselves grounded in real problems, the book is written as a journal of a fictional company establishing its governance processes. It will introduce managers and directors responsible for various aspects of the governance, risk and compliance problem and where that problem is exposed and how it is addressed in the technology and business applications. The audience for this book is the people that advise the board, the internal audit department and CIO office on controls, security and risk assurance. Consultants that are implementing Financials or GRC Applications who wish to gain an understanding of the Governance Risk and Compliance processes, and how they are represented in Oracle, should find it a useful primer. Risk Assurance professionals will find it a reliable companion.
Governing Digital Transformation: Guidance for Corporate Board Members (Management for Professionals)
by Steven De Haes Laura Caluwe Tim Huygh Anant JoshiThis title provides clear and readily applicable guidance to corporate board members on the involvement of boards of directors in information technology (IT) governance. Specifically, it demonstrates ways in which board members can execute IT duties effectively. Specific tools such as a roadmap towards digital transformation and a board-level dashboard for digital strategy and oversight are also offered. While organizations are increasingly dependent on IT for the creation of business value, the evidence seems to indicate that boards of directors are not as involved in IT-related strategic decision-making and control as they should be. Research shows that high levels of board-level IT governance, regardless of existing IT needs, will improve organizational performance. This book provides unique insights into the inner workings of a specific board of directors group, with a focus on its IT governance structures and processes.

GOVERNMENT DATA CENTERS: Meeting Increasing Demands
by Committee on Coping Increasing Demands on Government Data CentersEnvironmental data centers have been successfully acquiring, disseminating, and archiving data for decades. However, the increasing volume and number of data sets, coupled with greater demands from more diverse users, are making it difficult for data centers to maintain the record of environmental change. This workshop report focuses on technological approaches that could enhance the ability of environmental data centers to deal with these challenges, and improve the ability of users to find and use information held in data centers. Among the major findings are that data centers should rely more on off-the-shelf technology -- including software and commonly available hardware -- and should shift from tape to disk as the primary storage medium. Such technological improvements will help solve many data management problems, although data centers and their host agencies will have to continue to invest in the scientific and human elements of data center operations.
