Preliminary Principles and Guidelines for Archiving Environmental and Geospatial Data at NOAA: Interim Report

The National Oceanic and Atmospheric Administration (NOAA) collects and manages a wide range of environmental and geospatial data to fulfill its mission requirements--data that stretch from the surface of the sun to the core of the earth, and affect every aspect of society. With limited resources and enormous growth in data volumes, NOAA asked the National Academies for advice on how to archive and provide access to these data. This book offers preliminary principles and guidelines that NOAA and its partners can use to begin planning specific archiving strategies for the data streams they currently collect. For example, the book concludes that the decision to archive environmental or geospatial data should be driven by its current or future value to society, and that funding for environmental and geospatial measurements should include sufficient resources to archive and provide access to the data these efforts generate. The preliminary principles and guidelines proposed in this book will be refined and expanded to cover data access issues in a final book expected to be released in 2007.

Preliminary Reconnaissance Report of the 2011 Tohoku-Chiho Taiheiyo-Oki Earthquake

Devastating damage in the Tohoku region of Japan occurred during and after the earthquake off the Pacific coast of Tohoku earthquake on March 11, 2011. The AIJ (Architectural Institute of Japan) dispatched reconnaissance teams into the field to obtain basic facts on the damage to buildings due to the massive ground motions and resultant tsunami. Their mission included collecting information on the characteristics of the earthquake itself and the observed major ground motions and tsunamis throughout the area. For the structural damage investigation, buildings are classified by their type of construction, namely, steel buildings, reinforced concrete buildings, wooden houses, etc. along with descriptions of special features for each category of building type. The report summarizes damage associated with ground failures including landslide and liquefaction as well as non-structural damages such as to equipment and facilities, partitioning walls and ceilings, and functional failures in skyscrapers. Also brief description of the Japanese Seismic Design Code will be provided in the Appendix. A proposed scheme of anti-tsunami design for buildings is also included.

Preparing Africa for the Twenty-First Century: Strategies for Peaceful Coexistence and Sustainable Development (Routledge Revivals)

First published in 1999, this volume is written by seasoned African scholars and is intended to make a significant contribution to the debate on peaceful coexistence and sustainable development in the continent. The book contains a very refreshing, rigorous, informative and multidisciplinary analysis of the transition in Africa and provides practical and effective policy options for Africans. It breaks new ground in that it emphasizes the importance of institutions to economic growth and development in Africa. As such, it differs significantly from previous efforts which have tended to blame Africa’s underdevelopment on incompetent, ill-informed and poorly educated leadership. While agreeing that the shortage of competent and skilled technocrats has been a significant problem for many African countries during the last four decades, the contributors argue that the most critical determinant of poverty and deprivation in the continent has been the absence of institutional arrangements that enhance the creation of wealth and allow ethnic and other social cleavages to live together peacefully. Thus, as Africans prepare their societies for the new century, the first line of business should be state reconstruction - a task that was supposed to have been undertaken shortly after independence but was never accomplished. The main purpose of such an exercise is for each African country to design and adopt institutional arrangements that enhance peaceful coexistence of groups, the creation of wealth, and sustainable development.

Indeed, it might be considered that the effects upon the social, and how we choose to live our lives, might well be the most profound effect of achieving sustainability. This book therefore focuses upon some of the many aspects of the social and how we can adapt our lives to accommodate the requirements of sustainability. it therefore takes a very different approach to addressing the issues of sustainability, while of course not ignoring the other pillars.This book therefore sets out to examine various aspects of the changes to personal, corporate and institutional behaviour which may have to come about in our search for sustainability. It is tended to address some of the issues and how they are being dealt with in various parts of the world. As always, our concept is to share best practice and thereby enrich both the discourse and our progress towards sustainability. Preparing for Peak Oil in South Africa

Oil is the lifeblood of modern industrial economies. Petroleum powers virtually all motorized transport, which in turn enables most economic activities and provides mobility for citizens. But oil is a finite resource that is steadily depleting. In the past decade, the phenomenon of global peak oil - the fact that annual world oil production must at some point reach a maximum and then decline - has emerged as one of the twenty-first century's greatest challenges. South Africa imports over two-thirds of its petroleum fuels, and history has shown that oil price shocks generally translate into a weakening currency, rising consumer prices, increasing joblessness and a slow-down in economic activity. This book examines the implications of peak oil for socioeconomic welfare in South Africa and proposes a wide range of strategies and policies for mitigating and adapting to the likely impacts. It contains a wealth of data in tables and figures that illustrate South Africa's oil dependencies and vulnerabilities to oil shocks. The material is presented from a systems perspective and is organized in key thematic areas including energy, transport, agriculture, macro-economy and society. The study highlights the risks, uncertainties and difficult choices South Africa faces if it is to tackle its oil addiction, and thereby serves as an example for researchers, planners and policy-makers in the developing world who will sooner or later confront similar challenges. This case study brings a fresh southern perspective to an issue of global importance, and shows how the era of flattening and then declining global oil supplies may be a pivotal period in which either the project of industrialization progressively runs out of steam, or societies are able to undertake a proactive transition to a more sustainable future.

Now, planning is underway for the third decade (Cycle 3) of the Program outlined in the Science Plan, with challenges including ensuring that the NAWQA remain a national program in the face of declining resources, balancing new activities against long-term studies, and maintaining focus amidst numerous and competing stakeholder demands. The Science Plan for Cycle 3 articulates a forward-thinking vision for NAWQA science over the next decade, building on the previous cycles' data, experience, and products. Preparing for the Third Decade (Cycle 3) of the National Water-Quality Assessment (NAWQA) Program explains the national needs outlined in the plan, NAWQA's need to emphasize collaboration with other USGS and external programs, other federal agencies, state and local governments, and the private sector.

Preparing the Next Generation of Earth Scientists

Earth science, which in this context does not include oceanic, atmospheric, and space sciences, is vital to the wellbeing of the United States and many of its issues, such as water resources, are expected to grow in importance. An earth science workforce will be needed to deal with this issues and it\'s important that this workforce draw on the talents of all citizens. Thus, federal education programs can be implemented to help attract and retain students on an earth science pathway; however, tight funding means agencies need to invest in programs that actually work. As a result, the U.S. Geological Survey (USGS) Office of Science Quality and Integrity asked the National Research Council (NRC) to establish a committee to carry out a study, organized around a workshop, to address several tasks including: examining recent earth science education programs with a research or training component, both formal and informal, in these federal agencies; indentifying criteria and the results of previous federal program evaluations, and summarizing the knowledge and skills identified in recent NRC workforce reports that are needed by earth scientists in their careers. Preparing the Next Generation of Earth Scientists: An Examination of Federal Education and Training Programs presents the committee\'s finding. The investigation was completed through information provided by federal agency managers and published articles and reports. A 2-day workshop was also held to examine federal earth science education programs and efforts to leverage resources. The report includes the workshop agenda, a glossary of abbreviated terms, and more.
