Policy and Governance in Post-Conflict Settings: Theory & Practice

Post-conflict societies are commonly constructed as weak, fragile, and failed states. Economic recovery, risks of renewed violent conflict, natural resource degradation, and poverty alleviation become prioritized agendas of donor countries and international institutions. Billions of dollars on development policy and governance reform have been invested. However, misapplication, ineffectiveness, and foreign aid dependency have become a controversial debate on "whose policy, whose governance, and whose outcomes." To understand the problems, the author employs a blend of social constructionism and discourse theory to establish a platform for understanding and discussing hegemonic aid conditionality on recipient governments. The theories also help analyze how the meanings of "post-conflict governance" are socially, economically, and politically constructed and used in state building, state apparatuses, institutional building, and policy-making process. He reveals that the philosophical and theoretical knowledge that underlies the interface between the mode of governance and policy design create the consensus of values, norms and indicators between experts, public servants, donors and communities in post-conflict settings. The author also shares illuminating case studies by way of his considerable wealth of experience leading reconstructive efforts in Afghanistan and Cambodia.

States are the key to contemporary government reform efforts in the United States, but we know very little about their relative effectiveness at resource allocation and their actual capacity to absorb additional fiscal and managerial responsibilities. This path-breaking study examines state budget offices as institutional actors, with special attentio to the role of budget examiners. Drawing on empirical findings from field studies of eleven states in the American heartland, the authors demonstrate how budgeting at the state level has become more policy-oriented, requiring complex decision making by budget analysts. The incrementalist model of budgetary decision-making thus gives way to a multiple rationalities model. The authors illustrate the decision-making model with the story of two office examiners who have distinctly different orientations as they begin their work, and contrast the different decision nationalities that come into play for them at different points in a typical budget cycle. The book includes a comprehensive bibliography of historical and modern writings on state budgeting operations, activities, and decision-making; state budgeting cycles; and the state-level policy development process.

During the last 20 years, governments around the world have paid increasing attention to the recruitment, preparation, and retention of teachers. The fortunes of the education service in Britain have been intimately bound up with the vitality of the local education authorities, particularly in the decades following the 1944 Education Act. The passing of the 1988 Education Reform Act saw the LEAs in serious—perhaps terminal—decline.First published in 1992, Policy and Power in Education sets out to map the contours of this decline in power. It relates these changing fortunes not only to the social and political environment in Britain but also to wider developments in the industrialised world. It argues that post-colonial decline, economic retreat and insular self-satisfaction combined with basic structural flaws in the LEA system threaten its very existence in the last decade of the millennium. The capacity of the system to reform itself into more responsive modes is left as an open question in the face of ever tightening constraints from the Thatcherite tendency in government. The associated challenge to the curriculum is also explored, with the suggestion that an over-prescribed and specified curriculum will prove to be maladaptive against rapidly changing conditions for the twenty-first century. New paradigms of learning are described, while the broadly irrelevant search for utopias on the left is also sceptically reviewed.

Policy, Media, and the Shaping of Spain-Morocco Relations: Discursive Representations of Migration to Ceuta and Melilla

This book uses sociolinguistic approaches to explore how media discourse on undocumented migration informs Morocco-Spain political relations. Historically, much of the contact between these two nations has been through conquest - first through the Umayyad Caliphate taking control of the Iberian Peninsula (then called Hispania) in the 8th century, and then through Spain’s occupation of northern Morocco in the 20th century. Though these historical roots have undoubtedly played a role in shaping present-day Morocco-Spain relations, migration has also become another critical element, as the majority of legally authorized migration to Spain comes from Morocco. Additionally, Morocco serves as a sojourn for much of the undocumented migration to the Spanish autonomous cities of Ceuta and Melilla, both of which are enclaves in Morocco and common entry points for North African and Sub-Saharan African immigrants. Migration to Ceuta and Melilla has therefore become a flashpoint for anti-immigration attitudes that are frequently perpetuated in political and media discourse. The author uses these cities as a case study, situating them within the wider context of both immigration-related policies and news articles in order to examine how migration is represented in Spain and Morocco. The book connects media discourse with policy discourse, and addresses how these mediums (1) co-construct anti-immigration and xenophobic ideologies, and (2) shape and are shaped by the somewhat strained relations between Spain and Morocco. Policy, Politics and Poverty in South Africa

When South Africa finally held its first democratic elections in 1994, the country had a much higher poverty rate than in other countries at a similar level of development. This was the legacy of apartheid. Twenty years later, poverty was still widespread. Seekings and Nattrass explain why poverty has persisted in South Africa since 1994. They demonstrate who has and who has not remained poor, how public policies both mitigated and reproduced poverty, and how and why these policies were adopted. Their analysis of the South African welfare state, labour market policies and the growth path of the South African economy challenge conventional accounts that focus only on 'neoliberalism'. They argue, instead, that policies were, in important respects, social democratic. They show how social democratic policies both mitigate and reproduce poverty in contexts such as South Africa, reflecting the contradictory nature of social democracy in the global South.
