Presidential Impeachment in Latin America: A Matter of Law or Politics?

by Gustavo Palamone

This book pursues a comparative and interdisciplinary approach to assess presidential impeachments in Latin America. Mixing methodologies from legal studies and political science, it provides a novel and comprehensive assessment of some of the most controversial questions regarding the constitutional function of impeachment and its place in the theory of government.Presidential impeachments have become frequent in Latin America, yet they are still largely misunderstood by legal practitioners and the general public. As such, impeachments frequently provide for heated and polarizing debates. The misunderstandings stem from skewed expectations arising from different theories of government, legal interpretation, and presidential impeachment. The empirical evidence and arguments presented here will help to find common ground on these topics and pacify some latent tensions in society and academia. In addition, the book’s case studies cover cases that have been rarely or incompletely addressed in the literature. Some cover events so recent that they have never been analyzed elsewhere. The book proposes reconsidering certain assumptions made about systems of government, which are based on skewed expectations of impeachments. It also draws on new evidence to re-examine existing impeachment theories and develop new ones. By doing so, it offers valuable insights that may guide lawmakers to redesign their own systems, optimizing them to achieve certain goals. It will also acquaint legal practitioners with the strategies of prosecution, defense, and decision-making in connection with impeachments.

Preventing Classroom Disruption: Policy, Practice and Evaluation in Urban Schools (Routledge Library Editions: Education)

by Tim Harper David Coulby

There has always been considerable debate about the best solutions to deal with disruptive behaviour in schools. On the one hand is the strategy of segregating disruptive pupils while on the other is a commitment to keeping such pupils in the ordinary school. This book advocates the latter philosophy and examines the best ways of coping with the problem. These concern both teacher skills and school organisational flexibility. In addition, the authors propose the provision of a support team whereby local authorities can help schools, teachers and children with problems of disruption without setting up ‘sin-bins’. Change is thus shown to be possible at three levels – teachers, headteachers and local authorities. Detailed illustrative case material is presented throughout the book.

Preventing Lyme & Other Tick-Borne Diseases: Control Ticks in the Home Landscape; Prevent Infection Using Herbal Protocols; Treat Tick Bites with Natural Remedies

by Alexis Chesney

Disease-carrying ticks are found in all 50 states in the U.S. and, as their numbers rise and their ranges increase, so, too, do cases of tick-borne illnesses. Alexis Chesney, a naturopathic physician specializing in the treatment of diseases transmitted through tick bites, offers a comprehensive strategy for reducing exposure to disease-causing organisms and boosting the effectiveness of standard treatment protocols. With an overview of the tick species present in the U.S. and profiles of Lyme and other top diagnosed tick-borne diseases, including anaplasmosis and babesiosis, this guide gives concerned readers and medical professionals alike a deeper understanding of how tick populations — and associated illnesses — spread, and how to combat them naturally. In addition to covering landscape-management methods for dramatically reducing tick populations around the home, Chesney outlines prophylactic herbal tinctures that provide an additional layer of protection against tick-borne illnesses — an important strategy for those living in high-risk regions, especially in the event of an undetected bite. Chesney also provides options for treating acute tick-borne diseases, if symptoms develop, as well as herbs that can be used in combination with antibiotics to augment their efficacy.

The Price of Precaution and the Ethics of Risk

by Christian Munthe

Christian Munthe undertakes an innovative, in-depth philosophical analysis of what the idea of a precautionary principle is and should be about. A novel theory of the ethics of imposing risks is developed and used as a foundation for defending the idea of precaution in environmental and technological policy making against its critics, while at the same time avoiding a number of identified flaws. The theory is shown to have far-reaching practical conclusions for areas such as bio-, information- and nuclear technology, and global environmental policy in areas such as climate change. The author argues that, while the price we pay for precaution must not be too high, we have to be prepared to pay it in order to act ethically defensible. A number of practical suggestions for precautionary regulation and policy making are made on the basis of this, and some challenges to basic ethical theory as well as consumerist societies, the global political order and liberal democracy are identified. Munthe's book is a well-argued contribution to the PP debate, putting neglected justificatory and methodological questions at the forefront. His many discussions of alternative accounts as well as his drawing out the consequences of his own suggestion in practical cases give the reader a thorough, holistic sense of what justification of PP amounts to. /..../ Munthe's main case, his argumentation for the requirement of precaution as a moral norm, is convincing and puts a strong pressure on too narrow alternative suggestions on how it should be perceived and justified, and he launches a plausible defence of its practical usability.

The Price of War: Urbanization in Vietnam, 1954-1985

by Nigel Thrift Dean Forbes

Much rare material is incorporated in this unique account of urbanization in a developing country that was ravaged by war for twenty years. With due emphasis on the experience of Hanoi and Ho Chi Minh City (Saigon), the authors present an account of what happened to the towns and cities of Vietnam between the establishment of Ho Chi Minh's socialist state in 1954 and the mid 1980s. The story is introduced through a general theoretical and empirical account of urbanization in socialist Third World countries. The book stresses the importance of the turmoil created by warfare in directing urbanization, but it also refers to the more conventially studied determinants of the process such as the institution of a planned economy. As one of the few books highlighting the impact of warfare on urban settlements, The Price of War will interest all those interested in urbanization, development and South-East Asia. This book was first published in 1986.
