Ballistic Missile Defence and US National Security Policy

The evolution of the BMD debate after the Cold War has been complex, complicated and punctuated. Globalizing Human Rights
by Christian PetersonGlobalizing Human Rights explores the complexities of the role human rights played in U.S.-Soviet relations during the 1970s and 1980s. It will show how private citizens exploited the larger effects of contemporary globalization and the language of the Final Act to enlist the U.S. government in a global campaign against Soviet/Eastern European human rights violations. A careful examination of this development shows the limitations of existing literature on the Reagan and Carter administrations’ efforts to promote internal reform in USSR. It also reveals how the Carter administration and private citizens, not Western European governments, played the most important role in making the issue of human rights a fundamental aspect of Cold War competition. Even more important, it illustrates how each administration made the support of non-governmental human rights activities an integral element of its overall approach to weakening the international appeal of the USSR. In addition to looking at the behavior of the U.S. government, this work also highlights the limitations of arguments that focus on the inherent weakness of Soviet dissent during the early to mid 1980s. In the case of the USSR, it devotes considerable attention to why Soviet leaders failed to revive the international reputation of their multinational empire in face of consistent human rights critiques. It also documents the crucial role that private citizens played in shaping Mikhail Gorbachev’s efforts to reform Soviet-style socialism.

The Memory of the Argentina Disappearances
by Emilio CrenzelMemory of the Argentina Disappearances examines the history of the production, public circulation, and the interpretations and reinterpretations of the Nunca Más report issued by Argentina’s National Commission on the Disappearance of Persons (CONADEP). It was established in 1983 by constitutional president Raúl Alfonsín to investigate the fate of thousands of people who had been disappeared by the state during the seventies. Upon publication in 1984, Nunca Más became a bestseller, was translated into several languages and won greater public importance when the military juntas were brought to trial and the court accepted the report as key evidence. The report’s importance was further enhanced with the adoption of CONADEP and Nunca Más as models for truth commissions established in Latin America, and when it was postulated as a means for conveying an awareness of this past to Argentina’s younger generations. This book contributes to understanding the political processes that led to Nunca Más becoming the way in which Argentines remembered the disappearances and the country’s political violence, and how its meaning is modified by new interpretations. Given the canonical nature of Nunca Más, the book sheds light on the most substantial changes and the continuities in Argentina’s social memory of its recent past.

Family and the State in Early Modern Revenge Drama
by Chris McMahonIn this book, McMahon considers Early Modern revenge plays from a political science perspective, paying particular attention to the construction of family and state institutions. Plays set for close study are The Spanish Tragedy, Hamlet, The Revenger’s Tragedy, The Malcontent and The Duchess of Malfi. The plays are read as unique events occupying positions in historical process concerning the privatisation of the family (by means of symbolism and concrete household strategies such as budgeting and surveillance) and the subsequent appropriation of the family and its methods by the state. The effect is that family becomes an unofficial organ of the state. This process, however, also involves the reform of the state along lines demanded by the private family. McMahon’s critical method, derived from the theory of Bourdieu, Bataille, and Girard, maps capital transactions to reveal emotionally charged, often idiosyncratic responses to issues of shared concern. Such issues include state corruption, the management of women, the performance of roles according to gender, the uses of surveillance, and the ethics of sacrifice.
