Soziale Kohäsion und Vielfalt in Stadtquartieren: Widersprüche - Diskussion - Umsetzungsverfahren
by Rainer KilbIn der aktuellen Stadtentwicklungsdebatte wird das Leitbild des vielfältigen Stadtquartiers häufig mit sozialer Kohäsion als Zielaspekt einer anzustrebenden günstigen Gemeinwesenentwicklung in Verbindung gebracht. Dieser zunächst euphemistisch anmutende Bezug ist schon deshalb erklärungsbedürftig, da sich nach validen empirischen Erkenntnissen mit zunehmender sozioökonomischer und soziokultureller Ausdifferenzierung die Konfliktwahrscheinlichkeit deutlicher ausprägt und sozialer Zusammenhalt eher unwahrscheinlicher werden dürfte. Trotzdem soll an dieser Verbindung festgehalten werden, da gesellschaftswissenschaftliche Befunde sozialer Polarisierung und Segregation, sozialer Segmentierung und Fragmentierung nahelegen, die sozialräumlichen Stadtstrukturen so zu gestalten, dass soziale Vielfalt von Bewohnern nicht nur aufeinandertrifft, sondern diese auch im Rahmen eines Gemeinwesens kooperativ handlungsfähig werden können. Die hierbei entstehenden Interessenkonflikte können in ihrer konstruktiven Version als Impulse demokratischer Verständigung und Entscheidungsfindung fungieren. Dazu bedarf es aber integrativer und überschaubarer Komponenten, die das gut geplante städtische Quartier eher bieten kann als urbaner Siedlungsbrei oder additiver, allein nach ökonomischer Rendite erfolgter Städtebau hochverdichtender Wohnsilos. Wie ein Vielfaltsquartier interdisziplinär geplant, konzipiert, umgesetzt und in seinem Community-Bildungsprozess zu begleiten wäre wird am Beispiel eines neu entstehenden Quartiers in Mannheim aufgezeigt und reflektiert.

Space ground system cyber security assaults and investigations include those involving satellite control, communications terminal hacking, and GPS spoofing. A continuous cyber security assessment technique is required for space systems to identify, assess, reduce, and address sophisticated cyber threats. Risk-based compliance, regular cybersecurity risk assessments, and a renewed focus on the elimination of system flaws at the time of design are all necessary for space ground and control systems. Due to the absence of a rigid regulatory framework, satellites play a significant part in the production of space debris, which is a source of increasing worry. Such debris manufactured artificially contributes greatly to the destruction of the environment in Earth’s orbit. There is not a single framework in existence that can appropriately govern contemporary concerns like the security of satellite data and debris in orbit. The Department of Defence (DoD) is now responsible for monitoring all objects in space; however, it cannot require satellite operators to take precautions against potential collisions.
